ในกรณีที่มีความจำเป็นจะต้องบรรทุกคน สัตว์ หรือสิ่งของ นอกเหนือไปจากหลักเกณฑ์และวิธีการที่กำหนดในกฎกระทรวง เมื่อเจ้าของรถร้องขอเจ้าพนักงาน จราจรจะผ่อนผันโดยอนุญาตเป็นหนังสือเป็นการชั่วคราวเฉพาะรายก็ได้
