บุคคลมีหน้าที่ไปใช้สิทธิเลือกตั้ง บุคคลซึ่งไปใช้สิทธิหรือไม่ไปใช้สิทธิโดยไม่แจ้งเหตุอันสมควรที่ทำให้ไม่อาจไปใช้สิทธิได้ ย่อมได้รับสิทธิหรือเสียสิทธิตามที่กฎหมายบัญญัติ การแจ้งเหตุที่ทำให้ไม่อาจไปเลือกตั้งและการอำนวยความสะดวกในการไปเลือกตั้ง ให้เป็นไป ตามที่กฎหมายบัญญัติ
