ประชาชนผู้มีสิทธิเลือกตั้งในองค์กรปกครองส่วนท้องถิ่นมีสิทธิเข้าชื่อกัน เพื่อเสนอข้อบัญญัติหรือเพื่อถอดถอนสมาชิกสภาท้องถิ่น หรือผู้บริหารท้องถิ่นได้ตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่กฎหมายบัญญัติ
