ผู้ปกครองต้องให้การอุปการะเลี้ยงดู อบรมสั่งสอน และพัฒนาเด็กที่อยู่ในความปกครองดูแลของตนตามมควรแก่ ขนบธรรมเนียมประเพณีและวัฒนธรรมแห่งท้องถิ่น แต่ทั้งนี้ต้องไม่ต่ากว่ามาตรฐานขั้นต่าตามที่กำหนดในกฎกระทรวงและต้องคุ้มครองสวัสดิภาพ เด็กที่อยู่ในความปกครองดูแลของตนมิให้ตกอยู่ในภาวะอันน่าจะเกิดอันตรายแก่ร่างกายหรือจิตใจ
