ให้รัฐบาลจัดสรรงบประมาณเพื่อจัดตั้งกองทุนขึ้นกองทุนหนึ่งในสำนักงานปลัดกระทรวงการพัฒนาสังคมและความมั่นคงของ มนุษย์ เรียกว่า “กองทุนคุ้มครองเด็ก” เพื่อเป็นทุนใช้จ่ายในการสงเคราะห์ คุ้มครองสวัสดิภาพ และส่งเสริมความประพฤติเด็ก รวมทั้งครอบครัว และครอบครัวอุปถัมภ์ของเด็กตามพระราชบัญญัตินี้
