ให้รัฐมนตรีว่าการกระทรวงสาธารณสุขมีอำนาจออกกฎกระทรวงกำหนด ค่าธรรมเนียมต่าง ๆ ที่เจ้าหน้าที่ได้ให้บริการ รวมทั้งกำหนดอัตราค่าธรรมเนียมไม่เกินอัตราตามบัญชี ท้ายประมวลกฎหมายนี้หรือยกเว้นค่าธรรมเนียม กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
