ภายใต้บังคับมาตรา ๑๒ มาตรา ๑๓ มาตรา ๑๕ มาตรา ๑๖ และมาตรา ๑๘ นักโทษเด็ดขาดซึ่งได้รับการแต่งตั้งให้เป็นผู้ช่วยเหลือเจ้าพนักงานเรือนจำมาแล้วไม่น้อยกว่าหนึ่งปี ในวันที่พระราชกฤษฎีกานี้ใช้บังคับ ให้ได้รับพระราชทานอภัยโทษลดโทษลงเป็นพิเศษอีกหนึ่งปี
