ในวาระเริ่มแรก ให้รัฐมนตรีว่าการกระทรวงวัฒนธรรมประกาศหลักเกณฑ์ และวิธีการตามมาตรา ๑๓ วรรคสอง ตามข้อเสนอของสำนักงานปลัดกระทรวงวัฒนธรรมให้แล้วเสร็จ ภายในหนึ่งร้อยแปดสิบวันนับแต่วันที่พระราชบัญญัตินี้ใช้บังคับ
