ให้รัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ รัฐมนตรีว่าการกระทรวงคมนาคม และรัฐมนตรีว่าการกระทรวงแรงงาน รักษาการตามพระราชบัญญัตินี้ และให้รัฐมนตรีแต่ละกระทรวง มีอำนาจแต่งตั้งพนักงานเจ้าหน้าที่เพื่อปฏิบัติการตามพระราชบัญญัตินี้ในส่วนที่เกี่ยวข้องกับราชการของ กระทรวงนั้น
