ให้รัฐมนตรีว่าการกระทรวงการคลังรักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจ ออกประกาศเพื่อปฏิบัติการให้เป็นไปตามพระราชบัญญัตินี้ ประกาศนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
