ในการดำเนินการตามวัตถุประสงค์ ถ้าเป็นกรณีที่จะให้ความช่วยเหลือทางการเงิน แก่ผู้ขาดแคลนทุนทรัพย์หรือด้อยโอกาส กองทุนจะให้ความช่วยเหลือโดยวิธีให้เปล่า ให้ยืม หรือให้กู้ยืมก็ได้ ตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่คณะกรรมการกำหนด
