ให้รัฐมนตรีว่าการกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์รักษาการ ตามพระราชบัญญัตินี้ และให้มีอำนาจแต่งตั้งพนักงานเจ้าหน้าที่กับออกระเบียบหรือประกาศ เพื่อปฏิบัติการ ตามพระราชบัญญัตินี้ ระเบียบหรือประกาศตามวรรคหนึ่ง เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
