ผู้ใดไม่ยื่นรายการให้อำเภอหรือเจ้าพนักงานประเมิน แล้วแต่กรณี มี อำนาจออกหมายเรียกตัวผู้นั้นมาไต่สวน และออกหมายเรียกพยานกับสั่งให้ผู้ที่ไม่ยื่นรายการหรือ พยานนั้นนำบัญชีหรือพยานหลักฐานอื่นอันควรแก่เรื่องมาแสดงได้ แต่ต้องให้เวลาล่วงหน้าไม่น้อยกว่า เจ็ดวันนับแต่วันส่งหมาย
