สถาบันมีอำนาจให้ปริญญากิตติมศักดิ์แก่บุคคลซึ่งสภาสถาบันเห็นว่าทรงคุณวุฒิ สมควรแก่ปริญญานั้น ๆ แต่จะให้ปริญญาดังกล่าวแก่คณาจารย์ประจำผู้ดำรงตำแหน่งต่าง ๆ ในสถาบัน นายกสภาสถาบัน หรือกรรมการสภาสถาบัน ในขณะที่ดำรงตำแหน่งนั้นมิได้ ชั้น สาขาของปริญญา และหลักเกณฑ์การให้ปริญญากิตติมศักดิ์ ให้เป็นไปตามข้อบังคับ ของสถาบัน
