เหรียญนี้พระราชทานเป็นเครื่องหมายแห่งพระมหากรุณาธิคุณตามพระราชอัธยาศัย และพระราชทานเป็นสิทธิ แม้ผู้ได้รับพระราชทานล่วงลับไปแล้วก็ให้ตกทอดแก่ทายาท เพื่อรักษาไว้ เป็นที่ระลึกในวงศ์ตระกูลสืบไป แต่ไม่มีสิทธิที่จะประดับเหรียญนี้ ถ้าผู้ได้รับพระราชทานก็ดี ทายาทก็ดี กระทำความผิดร้ายแรงหรือประพฤติตนไม่สมเกียรติ อาจทรงเรียกคืนได้
