ข้อ ๓ ให้ลดค่าธรรมเนียมตามข้อ ๒ (๒) และ
(๓) ลงกึ่งหนึ่งแก่ผู้ส่งออกใบกระท่อม ซึ่งเป็นบุคคลธรรมดาและนิติบุคคลตามมาตรา ๑๑ (๑) และ
(๒) ตั้งแต่วันที่กฎกระทรวงนี้มีผลใช้บังคับ ถึงวันที่ ๓๑ ธันวาคม พ.ศ. ๒๕๖๙
