ข้อ ๑๐ การกำหนดค่าเช่าหรือผลประโยชน์ตอบแทนอื่นจะต้องไม่น้อยกว่าอัตราที่ได้รับ ความเห็นชอบจากอธิบดี เว้นแต่กรณีตามหมวด 3 การจัดหาประโยชน์ที่ราชพัสดุที่มีราคาเกินห้าร้อยล้านบาท จากเอกชน การกำหนดค่าเช่าหรือผลประโยชน์ตอบแทนอื่นจะต้องไม่น้อยกว่าอัตราที่ได้รับความเห็นชอบ จากคณะกรรมการที่ราชพัสดุ
