ข้อ ๒ ในกฎกระทรวงนี้ “โฆษณา” หมายความว่า การกระทำไม่ว่าโดยวิธีใด ๆ ให้ประชาชนเห็น ได้ยิน หรือทราบ ข้อความ ภาพ เสียง หรือเครื่องหมายที่ทำให้บุคคลทั่วไปสามารถเข้าใจความหมายได้ “ใบอนุญาต” หมายความว่า ใบอนุญาตโฆษณาเกี่ยวกับการบำบัดรักษาผู้ติดยาเสพติด
