ให้เจ้าหน้าที่ผู้มีอำนาจของประเทศไทยหรือผู้ซึ่งได้รับมอบหมายจากเจ้าหน้าที่ ผู้มีอำนาจดังกล่าวมีอำนาจแลกเปลี่ยนข้อมูลตามพระราชกำหนดนี้กับเจ้าหน้าที่ผู้มีอำนาจของประเทศ คู่สัญญาหรือภาคีตามความตกลงระหว่างประเทศเกี่ยวกับการแลกเปลี่ยนข้อมูล
