เมื่อมีกรณีดังต่อไปนี้ ผู้ว่าราชการจังหวัดอาจดำเนินการจัดให้มีการประชุม ในระดับจังหวัดของสภาองค์กรชุมชนตำบล
(๑) เมื่อมีกรณีที่จะจัดทำหรือแก้ไขเปลี่ยนแปลงแผนพัฒนาจังหวัด
(๒) เมื่อเห็นเป็นการสมควรที่จะรับฟังความคิดเห็นของสภาองค์กรชุมชนตำบล
