ข้อ ๓ รูปถ่ายที่ติดบัตรประจำตัวนายทะเบียนและพนักงานเจ้าหน้าที่ ให้ใช้รูปถ่ายที่ถ่ายไม่เกิน หกเดือนก่อนวันยื่นคำขอมีบัตรประจำตัว ขนาด ๒.๕ x ๓.๐ เซนติเมตร ครึ่งตัว หน้าตรง ไม่สวมหมวก และแว่นตาสีเข้ม แต่งเครื่องแบบปกติขาว เครื่องแบบปฏิบัติราชการ หรือชุดสากล
