ข้อ ๒ ผู้ขอรับใบอนุญาตต้องมีคุณสมบัติและไม่มีลักษณะต้องห้ามตามที่กำหนดไว้ในมาตรา ๔๖ และมาตรา ๔๗ และต้องเป็นผู้ได้รับใบอนุญาตให้ใช้พื้นที่เพื่อตั้งสถานประกอบการทางนิวเคลียร์
