(๑) เป็นรัฐวิสาหกิจไทย
(๒) เป็นนิติบุคคลที่จัดตั้งขึ้นตามกฎหมายไทย
(๓) เป็นบุคคลธรรมดาที่มีอายุไม่ต่ำกว่ายี่สิบปีบริบูรณ์
