ข้อ ๑ ในกฎกระทรวงนี้ “ใบอนุญาต” หมายความว่า ใบอนุญาตให้ทำการเพาะเลี้ยงสัตว์น้ำในที่จับสัตว์น้ำซึ่งเป็นสาธารณสมบัติ ของแผ่นดิน “พนักงานเจ้าหน้าที่” หมายความว่า พนักงานเจ้าหน้าที่ซึ่งรัฐมนตรีแต่งตั้ง และกำหนดให้มีอำนาจ ปฏิบัติการตามมาตรา ๗๙
