ในกรณีที่ ยสท. จะต้องเสนอเรื่องใด ๆ ไปยังคณะรัฐมนตรี ให้ ยสท. นำเรื่องเสนอรัฐมนตรีเพื่อเสนอต่อไปยังคณะรัฐมนตรี ในการนี้ รัฐมนตรีอาจเสนอความเห็น เพื่อประกอบการพิจารณาของคณะรัฐมนตรีด้วยก็ได้
