เพื่อประโยชน์ในการพัฒนาเด็กปฐมวัย หน่วยงานของรัฐ องค์กรปกครอง ส่วนท้องถิ่น และภาคเอกชน อาจดำเนินการแบบบูรณาการโดยจัดให้มีบริการสาธารณสุข จัดการศึกษา หรือจัดสวัสดิการและให้บริการด้านการคุ้มครองสิทธิแก่เด็กปฐมวัยในหน่วยงานเดียวกันได้
