การค้าชายฝั่ง หมายถึง การขนส่งของทางทะเลจากท่าหนึ่งในราชอาณาจักร ไปยังอีกท่าหนึ่งในราชอาณาจักร เพื่อรับค่าตอบแทนในการขนส่งของ รวมทั้งการซื้อขายของที่ขนมานั้น ให้อธิบดีมีอำนาจประกาศกำหนดรูปแบบและลักษณะที่ถือว่าเป็นการค้าชายฝั่งตามวรรคหนึ่ง
