ให้รัฐมนตรีว่าการกระทรวงพาณิชย์รักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจ ออกกฎกระทรวงกำหนดค่าธรรมเนียมไม่เกินอัตราท้ายพระราชบัญญัตินี้ ลดหรือยกเว้นค่าธรรมเนียม และกำหนดกิจการอื่นเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
