พระราชบัญญัตินี้ให้ใช้บังคับแก่บรรดาการส่งผู้ร้ายข้ามแดนเท่าที่ไม่ขัดหรือ แย้งกับข้อความตามสนธิสัญญาเกี่ยวกับการส่งผู้ร้ายข้ามแดนระหว่างรัฐบาลไทยกับรัฐบาลต่างประเทศ หรือองค์การระหว่างประเทศ
