ในระหว่างที่ยังไม่มีการแต่งตั้งกรรมการผู้ทรงคุณวุฒิตามมาตรา ๙ให้คณะกรรมการ ประกอบด้วยกรรมการโดยตำแหน่งตามมาตรา ๙ เพื่อปฏิบัติหน้าที่คณะกรรมการตามพระราชบัญญัตินี้ ไปพลางก่อนจนกว่าจะมีการแต่งตั้งกรรมการผู้ทรงคุณวุฒิ แต่ต้องไม่เกินหนึ่งร้อยยี่สิบวันนับแต่วันที่ พระราชบัญญัตินี้ใช้บังคับ
