ในกรณีที่มีเหตุอันสมควร คณะรัฐมนตรีจะขอให้มีการออกเสียงประชามติ ในเรื่องใดอันมิใช่เรื่องที่ขัดหรือแย้งต่อรัฐธรรมนูญหรือเรื่องที่เกี่ยวกับตัวบุคคลหรือคณะบุคคลใดก็ได้ ทั้งนี้ ตามที่กฎหมายบัญญัติ
