ข้อ ๒๐ ผู้ได้รับใบอนุญาตผลิตสุราต้องดำเนินการก่อสร้างโรงอุตสาหกรรมผลิตสุรา ติดตั้งเครื่องจักรและอุปกรณ์ที่ใช้ในการผลิตสุรา และต้องเปิดดำเนินการผลิตสุราภายในระยะเวลา ที่กำหนดไว้ในใบอนุญาตผลิตสุรา เว้นแต่ในกรณีมีเหตุจำเป็นอธิบดีจะขยายระยะเวลาให้ก็ได้ ทั้งนี้ ตามที่อธิบดีประกาศกำหนด
