ข้อ ๒๐ ในหมวดนี้ “โครงการ” หมายความว่า โครงการจัดหาประโยชน์จากเอกชนซึ่งมีราคาที่ราชพัสดุเกิน ห้าร้อยล้านบาท “หน่วยงานเจ้าของโครงการ” หมายความว่า กรมธนารักษ์หรือส่วนราชการที่ได้รับมอบอำนาจ ให้นำที่ราชพัสดุไปจัดหาประโยชน์
