ผู้ใดใช้เข็มเชิดชูเกียรติ โดยไม่มีสิทธิหรือแสดงด้วยประการใด ๆ ว่าตนมี ประกาศนียบัตรหรือเครื่องหมายวิทยฐานะโดยที่ตนไม่มีสิทธิ ต้องระวางโทษปรับทางปกครองไม่เกิน ห้าหมื่นบาท
