ในกรณีที่หน่วยงานของส่วนราชการใดตั้งอยู่นอกราชอาณาจักรและใช้ที่ราชพัสดุ ให้หัวหน้าหน่วยงานของส่วนราชการนั้น เป็นผู้มีหน้าที่ปกครอง ดูแล บำรุงรักษา และใช้ที่ราชพัสดุ ดังกล่าว
