ข้อ ๑ ในกฎกระทรวงนี้ “ใบรับแจ้ง” หมายความว่า ใบรับแจ้งการครอบครองวัสดุนิวเคลียร์ “ผู้แจ้ง” หมายความว่า ผู้มีไว้ในครอบครองวัสดุนิวเคลียร์ตามมาตรา ๓๘ วรรคหนึ่ง ซึ่งได้รับใบรับแจ้งตามกฎกระทรวงนี้
