ข้อ ๒๔ ในการคัดเลือกเอกชนจะต้องใช้วิธีประมูล เว้นแต่เป็นกรณีที่คณะกรรมการที่ราชพัสดุ เห็นสมควรให้ใช้วิธีการคัดเลือกเอกชนโดยไม่ใช้วิธีประมูลตามข้อ 33 เลม่ ๑๓๘ ตอนที่ ๒ ก หนา้ ๑๐ ราชกิจจานุเบกษา ๑๔ มกราคม ๒๕๖๔ วิธีการคัดเลือกเอกชนตามวรรคหนึ่ง ให้เป็นไปตามระเบียบที่รัฐมนตรีกำหนด
