ในกรณีที่พนักงานเจ้าหน้าที่สั่งไม่อนุญาตตามคำขอของบุคคลใดตาม ความในพระราชบัญญัติ นี้ หรือสั่งพักใช้ใบอนุญาตตามความในมาตรา ๕๙บุคคลนั้นมีสิทธิอุทธรณ์ คำสั่งของพนักงานเจ้าหน้าที่ต่อรัฐมนตรีได้ภายในกำหนดสามสิบวันนับแต่วันทราบคำสั่ง คำวินิจฉัย ของรัฐมนตรีให้ถือเป็นที่สุด
