ภายใต้บังคับมาตรา ๑๑ ผู้ส่งออกหรือผู้นำเข้าซึ่งผลิตผลเกษตรกรรมขั้นต้น หรือผลิตภัณฑ์อาหารชนิดหรือประเภทที่กำหนดตามมาตรา ๙ ต้องเสียค่าธรรมเนียมการส่งออก หรือค่าธรรมเนียมการนำเข้าตามอัตรา หลักเกณฑ์ และวิธีการที่กำหนดในมาตรา ๑๐
