ให้จัดสรรเงินกองทุนจำนวนไม่ต่ำกว่าร้อยละห้าสิบของเงินกองทุนเป็นเงินทุน หมุนเวียนเพื่อใช้จ่ายในกิจการตามมาตรา ๗ การจัดสรรเงินกองทุนให้คำนึงถึงเกษตรกรที่ประสบความเดือดร้อนเป็นหลักก่อน ทั้งนี้ ตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่คณะกรรมการกำหนดโดยประกาศในราชกิจจานุเบกษา
