ข้าราชการหรือลูกจ้างของส่วนราชการใด ประสงค์จะไปปฏิบัติงานเป็น พนักงานหรือลูกจ้างของสถาบัน ให้แสดงความจำนงเป็นหนังสือต่อเลขาธิการ และจะต้องผ่านการ คัดเลือกและประเมินผลตามหลักเกณฑ์ที่ กพฉ. กำหนด ภายในสองปีนับแต่พระราชบัญญัตินี้ใช้บังคับ
