บุคคลซึ่งพิการหรือทุพพลภาพ มีสิทธิเข้าถึงและใช้ประโยชน์จากสวัสดิการ สิ่งอำนวยความสะดวกอันเป็นสาธารณะ และความช่วยเหลือที่เหมาะสมจากรัฐ บุคคลวิกลจริตย่อมได้รับความช่วยเหลือที่เหมาะสมจากรัฐ
