รัฐพึงส่งเสริมและให้ความคุ้มครองชาวไทยกลุ่มชาติพันธุ์ต่าง ๆ ให้มีสิทธิดำรงชีวิต ในสังคมตามวัฒนธรรม ประเพณี และวิถีชีวิตดั้งเดิมตามความสมัครใจได้อย่างสงบสุข ไม่ถูกรบกวน ทั้งนี้ เท่าที่ ไม่ เป็นการขั ดต่ อความสงบเรียบร้อยหรือ ศีล ธรรมอัน ดีข องประชาชน หรือ เป็ นอั น ตราย ต่อความมั่นคงของรัฐ หรือสุขภาพอนามัย
