เมื่อรัฐมนตรีเห็นสมควร ให้ผู้ประกอบการรับจ้างบรรทุกคนโดยสาร โดยใช้รถแท็กซี่ในท้องที่ใดต้องจอดพักรถณสถานที่ที่ใดเป็นการเฉพาะก็ให้กระทำได้โดยตราเป็นพระ ราชกฤษฎีกา ในพระราชกฤษฎีกาดังกล่าวให้ระบุท้องที่ และวิธีการเกี่ยวกับการจัดให้มีที่จอดพัก รถด้วย
