ในเมื่อพระมหากษัตริย์จะไม่ประทับอยู่ในราชอาณาจักร หรือจะทรงบริหาร พระราชภาระไม่ได้ด้วยเหตุใดก็ตาม จะได้ทรงแต่งตั้งผู้ใดผู้หนึ่งเป็นผู้สำเร็จราชการแทนพระองค์ และ ให้ประธานรัฐสภาเป็นผู้ลงนามรับสนองพระบรมราชโองการ
