ข้อ ๓๕ ผู้ได้รับใบอนุญาตผลิตสุราเพื่อการค้าต้องดำเนินการก่อสร้างโรงอุตสาหกรรมผลิตสุรา ติดตั้งเครื่องจักรและอุปกรณ์ที่ใช้ในการผลิตสุรา และต้องเปิดดำเนินการผลิตสุราภายในระยะเวลา ที่กำหนดไว้ในใบอนุญาตผลิตสุราเพื่อการค้า เว้นแต่ในกรณีมีเหตุจำเป็นอธิบดีจะขยายระยะเวลาให้ก็ได้ ทั้งนี้ ตามที่อธิบดีประกาศกำหนด
